What is HHO gas?

Toroidal Hydrogen The HHO patent says something about toroidal hydrogen orbitals. This arxiv paper though requires ~10^5 Tesla... probably not the same thing, ey? magnegas? This is also in the HHO patent.

Anyone ever come across this? Or any of Mills' ideas about quantum mechanics?

The authors could find no conventional explanation for the novel series of peaks and are open to suggestions. These lines matched transitions to fractional Rydberg states of atomic hydrogen
